What Bloom Our Youth Inc does
Mission
Bloom's mission is to empower georgia's families and communities to transform the lives of children impacted by foster care.
As stated on its FY2025 Form 990.
Programs
The bloom closet is a resource center for clothing and essentials for foster children living in the state of georgia. Established in 2008, the bloom closet annually provides new or nearly new clothing, toys, and supplies for foster youth at no charge. To further enhance the experience, the bloom closet is set up to look and feel like an exclusive boutique. The bloom closet serves approximately 4,000 foster children per year, and over the course of the year, each child served receives approximately 1,000 worth of supplies. In 2021, the bloom closet express, a mobile 20- ft. Store-on-wheels, launched to serve more children in foster care across the state. The bloom closet express allows underserved foster children to access our retail experience at their location and provides free clothing, essentials, school supplies and toys .

Bloom is licensed to serve basic level foster children, as well as foster children with significant therapeutic issues, medically fragile foster children, and pregnant or parenting foster teen girls. To ensure families who join bloom's foster care team have the character and high standards required, bloom performs rigorous background checks, interviews, and home studies. Additionally, bloom provides year- round training through bloom university (bloom u) where foster parents receive the training they need to provide healing for traumatized chlidren. Bloom foster care also provides respite care breaks, support groups, networking opportunities and referrals to community resources. Family consultants maintain low caseloads to ensure personalized attention and a staff member is on-call 24/7 to provide support if a crisis should occur. Bloom celebrates the work of foster parents, and supporting them is crucial to providing positive outcomes for the children in their care.

The organization over time
Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2024 to 2025, from $4.2M to $3.9M (−9%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2024 10%. Grants only. Government contracts and fees sit inside program revenue.
43% of BLOOM OUR YOUTH INC’s revenue is contributions — about as donation-reliant as the typical peer (81% for the typical peer).

Who funds it, year by year
2017 → 2023: the base broadened from 5 funders to 20 funders, grant income rose $84k → $322k.
11 of 45 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 29% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
From the IRS filings of BLOOM OUR YOUTH INC’s funders (the co-funder graph). Top 30 of 45 funders by total. Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How concentrated its funding is
BLOOM OUR YOUTH INC has a broad base — no single funder exceeds 17% of grant income, and it takes 4 funders to reach half.
the vertical line marks half of all grant income — 4 funders to its left
68% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund BLOOM OUR YOUTH INC.
Largest funder’s share by year: 2017 46% · 2018 39% · 2019 22% · 2020 44% · 2021 56% · 2022 29% · 2023 31% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How long its funders stay
50% of BLOOM OUR YOUTH INC's funders are still giving 3 years after their first grant; 56% give in more than one year at all.
Share of funders still giving k years after their first recorded grant, pooled across every acquisition cohort. A funder counts as retained in a year only if it made a grant that year. Measured to FY2023, the last fiscal year that has finished arriving — a funder cannot be counted as lapsed in a year most filers have not reached.
Where its funders are
92% of BLOOM OUR YOUTH INC's grant income comes from Georgia funders.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $680k arriving through sponsors registered in 8 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
