Mission
Community Partners of Dallas is a non-profit organization dedicated to providing what abused and neglected children urgently need today to thrive tomorrow. Programs
Rainbow Room emergency resource center - stocks every tangible resource a child of any age could need, from clothing and shoes to car seats and cribs, pajamas and toys - all new with tags on. Our Rainbow Room has been replicated in more than 155 cities in Texas. Caseworkers in Dallas County request items on behalf of the children they serve to support their health, happiness, safety and dignity after experiencing abuse or neglect. With 54% of our client population living on an annual household income of less than $14,000, this support is essential. 181,497 items were distributed to 15,730 children through the Rainbow Room in 2025. The Rainbow Room's daily operations are supported by dedicated community volunteers, Monday through Friday.
$1,547,040 spent43% of program spendingKids in Crisis financial support program - fills the gap for children and their caregivers who lack financial support by providing practical assistance and specialized services that stabilize families and help prevent deeper system involvement. Because kinship caregivers do not receive ongoing financial support from the state, financial roadblocks often stand between loving relatives and their ability to care for the children in their family. Kids in Crisis provides direct support for housing, transportation, medical and dental care, therapy and enrichment so children have more room to begin their healing process and remain connected to school and community.

Community Partners of Dallas' programs and services reach children through their state-appointed caseworker, a role that carries immense responsibility for the immediate and long-term safety and wellbeing of children in their care. The connection between these caseworkers and the children we serve is essential to positive outcomes for children navigating the child welfare system. CPD's Caseworker Wellness program is designed to support the stability that leads to better outcomes for kids by nurturing the personal wellbeing of frontline CPI, CPS and Empower caseworkers. The program offers opportunities for self-care, appreciation and morale building events along with professional development and leadership training for supervisors. This care and recognition are especially critical amid staffing shortages and ongoing system changes that place significant strain on the workforce. When children are removed from danger in the middle of the night, on weekends or holidays, our Night Response Support Program ensures they are welcomed into a space designed entirely around…

The organization over time
Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2019 to 2020, from $9.3M to $11M (+17%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2017 0% · 2018 0% · 2019 0% · 2020 0% · 2021 5% · 2022 15% · 2023 13% · 2024 6% · 2025 2%. Grants only. Government contracts and fees sit inside program revenue.

Who funds it, year by year
2017 → 2023: the base broadened from 30 funders to 51 funders, grant income rose $808k → $1.1M.
20 of 148 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 43% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
Left out of every figure on this page: $10k from one payer (the payer's own filing calls it a related party, largest The Halperin Foundation). These are real filings, and they are not money CHILD PROTECTIVE SERVICES COMMUNITY PARTNERS INC raised.
From the IRS filings of CHILD PROTECTIVE SERVICES COMMUNITY PARTNERS INC’s funders (the co-funder graph). Top 30 of 148 funders by total. Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How concentrated its funding is
CHILD PROTECTIVE SERVICES COMMUNITY PARTNERS INC has a broad base — no single funder exceeds 20% of grant income, and it takes 8 funders to reach half.
the vertical line marks half of all grant income — 8 funders to its left
63% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund CHILD PROTECTIVE SERVICES COMMUNITY PARTNERS INC.
Largest funder’s share by year: 2017 50% · 2018 26% · 2019 39% · 2020 22% · 2021 35% · 2022 27% · 2023 34% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How long its funders stay
39% of CHILD PROTECTIVE SERVICES COMMUNITY PARTNERS INC's funders are still giving 3 years after their first grant; 53% give in more than one year at all.
Share of funders still giving k years after their first recorded grant, pooled across every acquisition cohort. A funder counts as retained in a year only if it made a grant that year. Measured to FY2023, the last fiscal year that has finished arriving — a funder cannot be counted as lapsed in a year most filers have not reached.
Where its funders are
87% of CHILD PROTECTIVE SERVICES COMMUNITY PARTNERS INC's grant income comes from Texas funders.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $3.8M arriving through sponsors registered in 15 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
