What Wings Program Inc does
Mission
The mission of wings program, inc is to provide housing, integrated services, education, and advocacy to end domestic violence.
As stated on its FY2025 Form 990.
Programs
Transitional housing and permanent housing provided 97,241 nights of shelter. This program accomodates 2-3 families in single family homes at no cost for up to 6 months. After spending time stabilizing their lives, the families can then move to an apartment for up to 2 years during which time they pay some rent and receive ongoing services to help with budgeting, permanent housing options, parenting skills, relationship building, legal advocacy and community referrals. Once in their own permanent housing, financial and program support may also be provided to help them maintain their independence based on the needs of the family. Wings also offers permanent housing units to families in need of this option due to disabilities as well as 2 affordable housing units for long-term stay. In addition, wings offers rapid re-housing.

The safehouses give abused individuals and their children emergency housing in a secure wings environment while they determine the steps necessary to move toward self-sufficiency and a violence-free lifestyle. Wings provided these families with advocacy, guidance, and support services during their stay which may be up to 90 days.
$4,020,930 spent29% of program spendingThrough serving the client base and raising awareness of domestic violence, wings' four resale stores are an integral part of wings' identity. Resale inventory is aquired via donation and primarily supports wings clients. In fy2025 wings resale provided clients with over $70,000 of donated goods at no cost to them. Inventory in excess of clients' needs is sold, offsetting the costs of aquisition, storage and distribution of items donated to clients. When clients come into shelter, they are provided with an intial wardrobe and accessories from wings resale and are later issued a gift card and transportation to the resale store. Clients in transitional and permanent housing recieve giftcards to aquire furniture and housewares for their apartments which is delivered by wings transportation team. Providing families the ability to shop for themselves in a public facing business supports building self-esteem and self-sufficiency in addition to providing for the unique needs of their families. Additionally, stores act as a liason connecting survivors seeking help to programmatic support and resources.

The organization over time
Each line starts at 100 in 2021, so what you read is the shape rather than the size: 150 means half as much again as 2021, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2022 to 2023, from $20M to $26M (+29%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2021 41% · 2022 37% · 2023 58% · 2024 45% · 2025 44%. Grants only. Government contracts and fees sit inside program revenue.
84% of WINGS PROGRAM INC’s revenue is contributions — more reliant on donations than three-quarters of its peers (13% for the typical peer).

Who funds it, year by year
2017 → 2023: the base broadened from 20 funders to 68 funders, grant income rose $707k → $2.9M.
22 of 160 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 38% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
From the IRS filings of WINGS PROGRAM INC’s funders (the co-funder graph). Top 30 of 160 funders by total. Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How concentrated its funding is
WINGS PROGRAM INC has a broad base — no single funder exceeds 16% of grant income, and it takes 6 funders to reach half.
the vertical line marks half of all grant income — 6 funders to its left
72% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund WINGS PROGRAM INC.
Largest funder’s share by year: 2017 36% · 2018 38% · 2019 26% · 2020 30% · 2021 25% · 2022 26% · 2023 18% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How long its funders stay
44% of WINGS PROGRAM INC's funders are still giving 3 years after their first grant; 61% give in more than one year at all.
Share of funders still giving k years after their first recorded grant, pooled across every acquisition cohort. A funder counts as retained in a year only if it made a grant that year. Measured to FY2023, the last fiscal year that has finished arriving — a funder cannot be counted as lapsed in a year most filers have not reached.
Where its funders are
89% of WINGS PROGRAM INC's grant income comes from Illinois funders.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $7.8M arriving through sponsors registered in 14 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
