What Baltimore Animal Rescue and Care Shelter Barcs does
Mission
Barcs takes in over 11,000 dogs and cats and approximately 1,000 exotic, wildlife and other small mammals each year. The animals that barcs cares for were lost, abandoned, abused, neglected or surrendered by their owners. Since barcs took over the operations of the city shelter at the end of fiscal year 2006, the number of animals lives saved increased dramatically totaling over 154,000 lives saved through fiscal year 2025. The shelter's services include: providing housing and care to homeless animals, public education and outreach, tracking lost and found pets, offering low-cost vaccinations and microchip clinics, and providing low cost basic dog training classes. Barcs also provides families the opportunity to adopt a companion animal that is spayed and neutered, vaccinated, and looking for apermanent new loving home.
As stated on its FY2025 Form 990.
Program
Barcs is the largest companion shelter in maryland taking in over 10,000 dogs and cats each year and handling over 1,000 other species. Open 7 days a week, barcs aids in the rescue and rehabilitation of abused and abandoned animals in need, provides low-cost spay/neuter and vaccine services, assists in returning lost animals to their owners and finds suitable homes for animals without owners. Prior to barcs inception in 2005,the euthanasia rate was 98 percent. Due to barcs lifesaving efforts, the euthanasia rate has decreased to 10-15 percent which includes animals that pose a risk to public safety, have medical injuries beyond repair, or who are truly at the end of their life.

The organization over time
Each line starts at 100 in 2020, so what you read is the shape rather than the size: 150 means half as much again as 2020, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2024 to 2025, from $4.7M to $6.6M (+41%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2020 25% · 2021 31% · 2022 27% · 2023 43% · 2024 22% · 2025 24%. Grants only. Government contracts and fees sit inside program revenue.
94% of BALTIMORE ANIMAL RESCUE AND CARE SHELTER BARCS’s revenue is contributions — more reliant on donations than three-quarters of its peers (74% for the typical peer).

the vertical line marks half of all grant income — 7 funders to its left
73% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund BALTIMORE ANIMAL RESCUE AND CARE SHELTER BARCS.
Largest funder’s share by year: 2017 46% · 2018 61% · 2019 60% · 2020 30% · 2021 10% · 2022 14% · 2023 10% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

Share of funders still giving k years after their first recorded grant, pooled across every acquisition cohort. A funder counts as retained in a year only if it made a grant that year. In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $2.5M arriving through sponsors registered in 15 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
