Programs
Healthy Harbor. As of FY2025, the trash wheels have collected 7.4M tons of litter and debris. We engaged 714 volunteers in raising 341,246 spat-on shells (i.e., baby oysters), which were grown in the Harbor and then transplanted by boat to the Fort Carroll Oyster Sanctuary Reef. Our Harbor Scholars program provided 445 Baltimore City students with no-cost field trips.

During Fiscal Year 2025, the hospitality team helped 32,583 guests with information, directions, and accommodations, assisted 1,110 visitors and employees in reaching their destinations, and took 5,384 photos. Approximately 16 million people visit Baltimore's Inner Harbor attractions each year, and our teams of Safety Guides work on bikes, on foot, and on Segways to keep these visitors safe and ensure they have a wonderful visit.

Passive play and seating, the Skate Park, and natural areas are kept clean and well-lit, and we program a variety of intentional events, including Wildlife Gardening, Jake's Skate Day, Boards and Breakfast, and Sunset Jams, an all-local concert series. Adding 4 more acres, Phase 2 construction began in the Summer of 2025, with an anticipated opening date of August 2026.
$1,196,992 spent16% of program spendingCommunity Events. We use social media and traditional media to reach and activate our waterfront public spaces and tell the story of who calls the Waterfront and Baltimore home. From the iconic Inner Harbor Amphitheater to the discovery of the new Point Park and Rash Field, we celebrate homegrown talent and community-driven organizations and provide the marketing expertise and infrastructure they can plug into. Our Baltimore-by-Baltimore and Makers Market series saw over 60,000 attendees and engaged over 200 small businesses and artists. In addition to large citywide events, smaller-scale, more consistent programming, like Waterfront Wellness (which draws over 1,000 participants), offers something for everyone to enjoy at the Waterfront.

The organization over time
Each line starts at 100 in 2020, so what you read is the shape rather than the size: 150 means half as much again as 2020, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2020 to 2021, from $5.5M to $10M (+86%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2020 44% · 2021 23% · 2022 50% · 2023 34% · 2024 50% · 2025 30%. Grants only. Government contracts and fees sit inside program revenue.
90% of WATERFRONT PARTNERSHIP OF BALTIMORE INC’s revenue is contributions — more donation-reliant than the typical peer (61% for the typical peer).

Who funds it, year by year
2017 → 2023: the base broadened from 5 funders to 13 funders, grant income rose $64k → $191k.
8 of 32 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 22% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
Left out of every figure on this page: $101k from one payer (the payer shares this organization's board, largest Baltimore Community Foundation Inc). These are real filings, and they are not money WATERFRONT PARTNERSHIP OF BALTIMORE INC raised.
From the IRS filings of WATERFRONT PARTNERSHIP OF BALTIMORE INC’s funders (the co-funder graph). Top 30 of 32 funders by total. Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How concentrated its funding is
WATERFRONT PARTNERSHIP OF BALTIMORE INC has a broad base — no single funder exceeds 28% of grant income, and it takes 4 funders to reach half.
the vertical line marks half of all grant income — 4 funders to its left
35% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund WATERFRONT PARTNERSHIP OF BALTIMORE INC.
Largest funder’s share by year: 2017 39% · 2018 62% · 2019 26% · 2020 43% · 2021 28% · 2022 39% · 2023 25% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How long its funders stay
35% of WATERFRONT PARTNERSHIP OF BALTIMORE INC's funders are still giving 3 years after their first grant; 59% give in more than one year at all.
Share of funders still giving k years after their first recorded grant, pooled across every acquisition cohort. A funder counts as retained in a year only if it made a grant that year. Measured to FY2023, the last fiscal year that has finished arriving — a funder cannot be counted as lapsed in a year most filers have not reached.
Where its funders are
91% of WATERFRONT PARTNERSHIP OF BALTIMORE INC's grant income comes from Maryland funders.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $491k arriving through sponsors registered in 8 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
