$4,628,767 spent93% of program spendingUtah Foster Care supports First Lady Abby Cox's Show Up for Foster Care initiative through its pilot program, Care Communities. In this program, a foster family is surrounded by a care team within their own community. Care team members sign confidentiality agreements and complete trauma informed training, learning how caring relationships positively impact children in care, best practices approved by the Division of Child and Family Services, and the basics of child welfare safety standards. Together with the foster family, they build a personalized Care Plan, creating a team of trauma informed, safe adults within the family's own community. Fiscal Year 2024 launched with 6 foster families, 6 care teams, 85 care team members, and partnerships with 6 faith and corporate partners across Utah's Salt Lake Valley, Eastern, and Western regions. Fiscal Year 2025, the second year of the pilot, expanded into Utah's Northern region and grew to serve 48 foster families with 48 Care Team Leaders and 221 Care Team Members, reaching 44 children in care and 81 total children in those homes. Twenty-two new faith and corporate partners joined across all four regions, bringing the total number of…

Clinical support services to foster and kinship families can address the crucial need for emotional and psychological support for foster parents who are caring for children with complex needs. This need arises from the unique challenges and stressors that foster parents often face while providing a safe and nurturing environment for children who have experienced trauma, abuse, or neglect. During fiscal year 2025, Utah Foster Care worked with more than 1,700 family members in both group and individual sessions and currently has four licensed clinicians throughout Utah.

The organization over time
Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.

Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2022 to 2023, from $1.4M to $3.8M (+176%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2021 81% · 2022 77% · 2023 76% · 2024 74% · 2025 63%. Grants only. Government contracts and fees sit inside program revenue.
99% of Utah Foster Care Foundation Inc’s revenue is contributions — more reliant on donations than three-quarters of its peers (81% for the typical peer).

Who funds it, year by year
2017 → 2023: the base broadened from 1 funder to 19 funders, grant income rose $25k → $370k.
9 of 48 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 38% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
From the IRS filings of Utah Foster Care Foundation Inc’s funders (the co-funder graph). Top 30 of 48 funders by total. Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How concentrated its funding is
Utah Foster Care Foundation Inc has a broad base — no single funder exceeds 30% of grant income, and it takes 3 funders to reach half.
the vertical line marks half of all grant income — 3 funders to its left
55% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund Utah Foster Care Foundation Inc.
Largest funder’s share by year: 2017 100% · 2018 36% · 2019 38% · 2020 57% · 2021 33% · 2022 46% · 2023 38% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How long its funders stay
46% of Utah Foster Care Foundation Inc's funders are still giving 3 years after their first grant; 44% give in more than one year at all.
Share of funders still giving k years after their first recorded grant, pooled across every acquisition cohort. A funder counts as retained in a year only if it made a grant that year. Measured to FY2023, the last fiscal year that has finished arriving — a funder cannot be counted as lapsed in a year most filers have not reached.
Where its funders are
73% of Utah Foster Care Foundation Inc's grant income comes from Utah funders.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $486k arriving through sponsors registered in 9 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
