  2. Education and Legal Empowerment: In 2025, Pangea worked to resource and protect communities. Pangea continues to provide free consultations, monthly asylum Know Your Rights workshops, Healing Justice workshops, and Pro bono clinics. Pangea also successfully launched our hybrid Employment Authorization Document (EAD) clinic for asylum seekers. With the assistance of pro bono attorney attorney teams from Morrison Foerster (MoFo), we successfully prepared 60 EAD applications for Bay Area residents. In 2025, Pangea continues to hold a central role in Rapid Response Coverage around the Bay Area. We provide coverage across San Francisco, San Mateo, and Santa Clara counties. This year, Pangea also stepped further into a leadership role regionally. We have helped coordinate the expansion of rapid response networks around the Bay Area, from recruiting and training new partner organizations to join the ranks of emergency legal responders, to training community members to serve community responder volunteers and dispatches, to convening strategy conversations within and across our networks. 3. Policy Advocacy: In May 2025, FREE SF resourced Indivisible SF to create their call to action urging District Attorney Jenkins to end her collusion with federal agencies that have fast-tracked immigrants into ICE detention and deportation. This was the first time that Indivisible SF meaningfully engaged with this campaign. FREE SF met frequently with Indivisible SF, ultimately inviting them to join FREE SF as a partner in our work to disentangle law enforcement from ICE and other federal agencies targeting immigrant communities.

03Who funds it

Who funds it, year by year

2017 → 2023: the base broadened from 10 funders to 18 funders, grant income rose $507k → $1.2M.

17 of 51 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 44% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

From the IRS filings of Pangea Legal Services’s funders (the co-funder graph). Top 30 of 51 funders by total. Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

Pangea Legal Services has a broad base — no single funder exceeds 22% of grant income, and it takes 4 funders to reach half.

the vertical line marks half of all grant income — 4 funders to its left

79% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund Pangea Legal Services.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. How long its funders stay

52% of Pangea Legal Services's funders are still giving 3 years after their first grant; 49% give in more than one year at all.

Funder states come from each funder’s own filing. $4.8M arriving through sponsors registered in 8 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
