01What it does

What Housing Opportunities Made Equal of Virginia Inc does

Mission

Home of va ensures equal access to housing opportunities by building individual capacity, ensuring compliance with fair housing laws, and promoting effective public policy to advance housing justice.

As stated on its FY2025 Form 990.

Programs

  1. HOMEs Housing Counseling and Education program expands housing opportunities for individuals and families by dismantling barriers to housing and associated wealth inequality. We focus particularly on those from communities confronting - or contending with the legacies of - housing discrimination. Our HUD-certified counselors provide counseling and education to help people gain the knowledge and financial skills necessary to access and maintain stable housing. In Fiscal Year 2024-2025, we served over one thousand clients. Our homeownership team counseled 300 clients and closed 82 loans for first-time homebuyers. Our foreclosure prevention team received intakes of over 200 people from across Virginia, and while 62% of homeowners at risk of foreclosure lose their homes, 65% of those working with HOME of VA remained in their homes. And the mobility team served 238 clients and helped 53 families relocate to areas of greater opportunity. The Housing Counseling and Education programs direct service work also provides critical touchpoints and information to our Fair Housing Advocacy program by identifying the larger, systemic barriers faced by our clients.

  2. HOMEs Fair Housing Advocacy program advocates passionately for justice in housing. We protect and advance the rights of individuals and communities facing present-day housing discrimination or the impacts of historic discrimination through administrative complaints, litigation, public education, and public policy. In FY2024-2025, HOME provided fair housing services to more than 260 individuals, conducted nearly 100 fair housing education and outreach workshops to various groups around the state, and filed 19 lawsuits/complaints on behalf of discrimination victims. Additionally, seven housing-related complaints were referred to outside attorneys for assistance. One case of note involves Peggy Bauckman and her sister-in-law, Pat Jaco. When Peggys mobility declined, she asked her Charlottesville landlord for reasonable accommodations like accessible parking. He refused - and evicted her for being a nuisance. Peggys sister-in-law, Pat Jaco, took her in. But Pats inaccessible house meant Peggy had to sleep in an armchair and use a portable toilet. Though Peggy eventually found accessible housing, the trauma lingered; Pat often found her crying alone. Ten months after the unlawful…

03Who funds it

Who funds it, year by year

2017 → 2023: the base broadened from 4 funders to 7 funders, grant income rose $95k → $817k.

7 of 22 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 40% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

Left out of every figure on this page: $2.3M from one payer (the payer shares this organization's board, largest Virginia Equal Housing Foundation). These are real filings, and they are not money HOUSING OPPORTUNITIES MADE EQUAL OF VIRGINIA INC raised.

From the IRS filings of HOUSING OPPORTUNITIES MADE EQUAL OF VIRGINIA INC’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

HOUSING OPPORTUNITIES MADE EQUAL OF VIRGINIA INC leans on a few funders — its largest provides 34% of grant income and the top three 69%; half comes from just 2 funders.

the vertical line marks half of all grant income — 2 funders to its left

86% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund HOUSING OPPORTUNITIES MADE EQUAL OF VIRGINIA INC.

Funder states come from each funder’s own filing. $1.5M arriving through sponsors registered in 6 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
