01What it does

What Step Up Suncoast Inc does

Mission

Step Up Suncoast empowers individuals and families to achieve long-term economic stability through education, support services, and community partnerships. The Agency's activities include combating poverty through community action programs and research projects by making every effort to mobilize the human and financial resources of the community, rallying local resources into community action programs for the benefit of all persons irrespective of age, race, color, or creed and facilitating these general purposes through combined representation of federal, state, and local governmental and community agencies.

As stated on its FY2025 Form 990.

Programs

On its FY2025 return the organization reported a significant change in how it conducts a program.

In 2025, the Low-Income Home Energy Assistance Program (LIHEAP) made significant changes to its service delivery model at the direction of our statewide funder, FloridaCommerce. Rather than requiring residents to make an appointment with a caseworker to access utility assistance, they may now apply and submit all eligibility documents through a publicly accessible online portal. This change allows the program to receive, process, and distribute a higher volume of utility payments. The Weatherization Assistance Program and Family Self-Sufficiency Program also moved to a new online client portal, though the change had minimal impact on the client experience.

Its own explanation, from Schedule O of that return (Part III, line 3).

The programs received over $40,706 in donated services.

The Parents as Teachers ("PAT") model is designed to provide support for families by making personal visits to the home, conducting group events, providing screenings, and a resource network to families. Through the integrated service, the PAT model goal is to increase parental knowledge of child and family development, increase school readiness, and provide early detection and intervention for possible developmental delays.

Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.

03Who funds it

Who funds it, year by year

2017 → 2023: the base broadened from 2 funders to 8 funders, grant income rose $1.1M → $3.3M.

5 of 17 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 23% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

From the IRS filings of Step Up Suncoast Inc’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

Step Up Suncoast Inc leans on a few funders — its largest provides 44% of grant income and the top three 94%; half comes from just 2 funders.

the vertical line marks half of all grant income — 2 funders to its left

96% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund Step Up Suncoast Inc.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How long its funders stay

58% of Step Up Suncoast Inc's funders are still giving 3 years after their first grant; 71% give in more than one year at all.

Funder states come from each funder’s own filing. $5.2M arriving through sponsors registered in 4 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
