01What it does

What Western Maine Community Action Inc does

Mission

To advocate for, strengthen, and coordinate all resources private, local, state, and federal that will assist us in promoting the self-sufficiency of people. A belief in basic human dignity and the exercise of free choice motivates the agency to approach this goal in two ways: by providing services to alleviate the conditions of economic uncertainty and by advocating for changes to eliminate the causes of poverty.

As stated on its FY2024 Form 990.

Programs

On its FY2024 return the organization reported starting a significant new program and a significant change in how it conducts a program.

Received and utilized a franklin county opioid grant to support programs and services addressing substance use disorder prevention, recovery, and community response efforts.

Its own explanation, from Schedule O of that return (Part III, line 2).

Federal funding cuts to the liheap and weatherization grants caused a pause of work for our housing program and resulted in significant layoffs, leaving only two employees behind from march through the end of the fiscal year and not as much production of jobs as normal. The liheap cuts also resulted in layoffs which occurred during the fiscal year. Because of these cuts, the remaining work plans had to make adjustments to look for efficiencies and reduce costs.

Its own explanation, from Schedule O of that return (Part III, line 3).

Who funds it, year by year

2017 → 2023: the base broadened from 2 funders to 5 funders, grant income rose $29k → $50k.

2 of 12 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 26% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

Left out of every figure on this page: $447k from one payer (the payer shares this organization's board, largest Maine Community Action Association Dba Maine Community Action Partnership). These are real filings, and they are not money WESTERN MAINE COMMUNITY ACTION INC raised.

From the IRS filings of WESTERN MAINE COMMUNITY ACTION INC’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

WESTERN MAINE COMMUNITY ACTION INC has a broad base — no single funder exceeds 26% of grant income, and it takes 3 funders to reach half.

the vertical line marks half of all grant income — 3 funders to its left

75% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund WESTERN MAINE COMMUNITY ACTION INC.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Funder states come from each funder’s own filing. $101k arriving through sponsors registered in 2 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
