What Shelter Transport Animal Rescue Team does
Mission
To address the issues of overpopulation of animals by providing transportation, shelter, and spay/neuter services for animals in california and beyond.
As stated on its FY2025 Form 990.
Programs
Rescue/Transport program - Founded in 2011, Shelter Transport Animal Rescue Team's(aka START Rescue) goal has been to reduce euthanasia rates of adoptable pets in the overcrowded shelters of California. These abused and neglected dogs and cats desperately need safe passage to less populated states where vetted rescue partners provide the rehabilitation and socialization necessary, and position them for adoption. We address this need by providing, at minimum, monthly large-scale rescue/transport/relocation (one of two flagship programs) for at-risk animals, linking overburdened shelters in California to STARTs fully vetted, contracted destination partners in the Pacific Northwest where there is both capacity and demand. In 2025,START rescued/relocated/transported 641 adoptable pets to the PNW who have since found wonderful homes, and also rescued 79 pets who found wonderful homes in California.
$935,307 spent100% of program spendingSpay/Neuter program - Our second flagship program provides spay/neuter services for underserved California communities such as Bakersfield, Taft/Maricopa, San Bernardino, Riverside, Lancaster, Palmdale, Delano, Porterville and surrounding areas of Tulare County. These areas have large numbers of stray and neglected dogs and cats along with very high shelter intake. It is especially important for us to build strong relationships with low-income spay/neuter neighbors in target zip code California locations. In 2025, START funded 1,136 spay/neuter surgeries for pets in underserved areas and for the pets of low-income senior citizens.Additionally, START Rescue partners with shelters in underserved communities to secure grant funding for critical services such as spay/neuter, vaccinations, and food pantries.
START was named "2025 Top-Rated" by Great Nonprofits, and was awarded Guidestar's "Platinum Seal of Transparency.

The organization over time
Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2020 to 2021, from $923k to $1.3M (+46%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2022 4%. Grants only. Government contracts and fees sit inside program revenue.
79% of SHELTER TRANSPORT ANIMAL RESCUE TEAM’s revenue is contributions — more donation-reliant than the typical peer (74% for the typical peer).

Who funds it, year by year
2017 → 2023: the base broadened from 4 funders to 14 funders, grant income rose $66k → $179k.
8 of 37 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 26% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
From the IRS filings of SHELTER TRANSPORT ANIMAL RESCUE TEAM’s funders (the co-funder graph). Top 30 of 37 funders by total. Association, not causation. How concentrated its funding is
SHELTER TRANSPORT ANIMAL RESCUE TEAM has a broad base — no single funder exceeds 14% of grant income, and it takes 5 funders to reach half.
the vertical line marks half of all grant income — 5 funders to its left
64% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund SHELTER TRANSPORT ANIMAL RESCUE TEAM.
Largest funder’s share by year: 2017 38% · 2018 41% · 2019 36% · 2020 34% · 2021 30% · 2022 46% · 2023 25% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How long its funders stay
42% of SHELTER TRANSPORT ANIMAL RESCUE TEAM's funders are still giving 3 years after their first grant; 59% give in more than one year at all.
Share of funders still giving k years after their first recorded grant, pooled across every acquisition cohort. A funder counts as retained in a year only if it made a grant that year. Measured to FY2023, the last fiscal year that has finished arriving — a funder cannot be counted as lapsed in a year most filers have not reached.
Where its funders are
SHELTER TRANSPORT ANIMAL RESCUE TEAM draws 71% of its grant income from funders outside California, across 11 states in all.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $357k arriving through sponsors registered in 8 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
