What Bay Area Parent Leadership Action Network PLAN does
Mission
We develop the parent leaders who partner with school districts and individual schools to build the power of parents, families, and communities to understand and transform how schools work for student success.
As stated on its FY2025 Form 990-EZ.
Programs
BA PLAN evolved into an organization who's primary mission remained as a parent power-building entity primarily focused on underserved Black, Latin, and Arab families across Oakland and Alameda County School Districts, to one that works with National, Statewide, the 9 Bay Area Counties): Alameda County, San Francisco County, Contra Costa County, Marin County, San Mateo County, Santa Clara County, Solano County, Sonama County, and Napa County). The Partners include United Parents Leadership Action Network (UPLAN), Bay Area Coalition for Education Justice (BACEJ), National Educators Association (NEA), Oakland Educators Association (OEA), United Educators of San Francisco (UESF), California Black Power Network (CBPN), Youth Together (YT), California Teachers Association (CTA), Peralta Federation of Teachers (PFT), the School Site Council Networks, and Parent Voices San Francisco.
$70,014 spent100% of program spendingIn 2025, BA PLAN continued to use the 10 Transformative Family Engagement (TFE) Standards (updated to match the current issues existing with families and schools) that it developed with Parents for schools to better the experiences of students, parents, and school leadership. In creating a combined and updated scholar lily/data-driven curriculum for Real Parent Engagement and Strategies for Early Education, BA PLAN has shared its expanded mission with our new partners. They are as listed 1) Shared Decision-Making, 2) Communication & Language Access, 3) Student & Family Leadership, 4) Educator Recruitment & Retention, 5) Partnerships for Teaching & Learning, 6) Services to Students & Families, 7) School-wide Social & Emotional Behavior Development, 8) School, District, and Community Professional Learning, 9) Culture, Climate, and Relationships, and 10) Continuous improvement & System wide Capacity Building.
BA PLAN began working closely with subject matter experts, as well as provide our expertise at the national level while researching what other California education institutions and allies need and learn to help coach families support schools so all students may be successful. Our Staff will attend a national conference this year as the organization grows in new ways that support parents becoming strong school ally-leaders.

The organization over time
Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2020 to 2021, from $211k to $634k (+200%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2022 6% · 2023 11%. Grants only. Government contracts and fees sit inside program revenue.
95% of Bay Area Parent Leadership Action Network PLAN’s revenue is contributions — more donation-reliant than the typical peer (65% for the typical peer).

Who funds it, year by year
2017 → 2023: the base broadened from 3 funders to 6 funders, grant income rose $338k → $345k.
4 of 12 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 22% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
From the IRS filings of Bay Area Parent Leadership Action Network PLAN’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How concentrated its funding is
Bay Area Parent Leadership Action Network PLAN leans on a few funders — its largest provides 37% of grant income and the top three 73%; half comes from just 2 funders.
the vertical line marks half of all grant income — 2 funders to its left
26% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund Bay Area Parent Leadership Action Network PLAN.
Largest funder’s share by year: 2017 66% · 2018 38% · 2019 47% · 2020 45% · 2021 22% · 2022 58% · 2023 51% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How long its funders stay
67% of Bay Area Parent Leadership Action Network PLAN's funders are still giving 3 years after their first grant; 75% give in more than one year at all.
Share of funders still giving k years after their first recorded grant, pooled across every acquisition cohort. A funder counts as retained in a year only if it made a grant that year. Measured to FY2023, the last fiscal year that has finished arriving — a funder cannot be counted as lapsed in a year most filers have not reached.
Where its funders are
65% of Bay Area Parent Leadership Action Network PLAN's grant income comes from California funders.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $784k arriving through sponsors registered in 2 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
