01What it does

What Iowa Community Action Association does

Mission

Educating, advocating for, and connecting community action agencies to amplify a unified voice in service of iowans facing economic hardship.

As stated on its FY2025 Form 990.

Programs

On its FY2024 return the organization reported starting a significant new program.

The disaster program ended as of 9/30/2025.

Its own explanation, from Schedule O of that return (Part III, line 2).

  1. Iowa individual assistance grant program (iiagp) and iowa disaster case advocacy - effective july 1, 2023, the funding and oversight of this program moved from iowa department of human services to the iowa department of homeland security and emergency management. The program assisted families whose incomes were at or below twice the federal poverty guidelines who were affected by severe weather under the governor's disaster declaration. Families applied for the iiagp program for a maximum of $7,000 assistance at the area community action agencies throughout the state of iowa. Idca was used to assist community action staff that were helping iowans - this funding is available to any iowan affected by a disasater in a governor declared county.

  2. 3drp - this program is a pilot program funded by the administration of children and families. The program provides funds to assist families with diapering and diapering supplies and home visitation services. Participating agencies only enroll families who are participating in home visitation programs who have diaper aged children.

03Who funds it

Who funds it, year by year

2017 → 2023: the base broadened from 3 funders to 6 funders, grant income rose $143k → $216k.

4 of 14 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 6% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

Left out of every figure on this page: $100k from one payer (the payer shares this organization's board, largest Iowa Association of Community Action Directors). These are real filings, and they are not money IOWA COMMUNITY ACTION ASSOCIATION raised.

From the IRS filings of IOWA COMMUNITY ACTION ASSOCIATION’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

IOWA COMMUNITY ACTION ASSOCIATION leans on a few funders — its largest provides 64% of grant income and the top three 84%; half comes from just 1 funder.

the vertical line marks half of all grant income — 1 funder to its left

85% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund IOWA COMMUNITY ACTION ASSOCIATION.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How long its funders stay

25% of IOWA COMMUNITY ACTION ASSOCIATION's funders are still giving 3 years after their first grant; 57% give in more than one year at all.

Funder states come from each funder’s own filing. $89k arriving through sponsors registered in 4 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
