01What it does

What Waterlines does

Mission

Waterlines sunset at the end of 2021 but before that for 35 years its mission was to provide adequate drinking water and sanitation to rural communities in developing countries. It did so by providing funding and technical expertise to implement projects. Those who worked with Waterlines in the US did so on a volunteer basis. In the last two years of 2020 and 2021 Waterlines intentionally discouraged any contributions because of the intention to go out of existence in December 2021.

As stated on its FY2021 Form 990.

Program

2021 was the last year of Waterlines' existence but it spent down its remaining bank account doing these final projects: In Kenya: building 19 latrine blocks toilets and bathing stalls at healthcare dispensaries building 3 complete rainwater harvesting systems 45,000 litre sized capacity at 3 healthcare dispensaries providing 3 plastic water tanks 10,000 litre capacity at the dispensaries building 3 raised tanks to provide water for handwashing and toilet facilities at these healthcare dispensaries.

The first program described on its most recent Form 990, which lists programs largest first by expense.

Each line starts at 100 in 2020, so what you read is the shape rather than the size: 150 means half as much again as 2020, 50 means half. The number beside each label in the key is where it ended.

Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.

03Who funds it

Who funds it, year by year

2017 → 2021: the base narrowed from 2 funders to 1 funder, grant income fell $100k → $5.

1 of 5 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 0% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

From the IRS filings of WATERLINES’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

WATERLINES leans on a few funders — its largest provides 43% of grant income and the top three 96%; half comes from just 2 funders.

Largest funder’s share by year: 2017 95% · 2018 91% · 2019 67% · 2020 100% · 2021 100% — growing more concentrated.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Funder states come from each funder’s own filing. $20 arriving through sponsors registered in 1 state is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
