01What it does

What Voyageurs Area Council does

Mission

To engage families in character development through leadership, citizenship, and physical and mental wellness within a safe environment led by trained leaders.

As stated on its FY2024 Form 990.

Program

On its FY2024 return the organization reported a significant change in how it conducts a program.

Organization merged with northern star council boy scouts of america as of december 1, 2024, and northern star is the surviving organization. Voyageurs was dissolved as of december 1, 2024.

Its own explanation, from Schedule O of that return (Part III, line 3).

  1. Traditional scouting - in the bsa, scouting is considered to be one movement with three main programs. Over 1,572 served, through 99 cub scout packs, scout bsa troops or venturing crews. Cub scouting is the largest of the three programs, available to boys and girls from kindergarten through fifth-grade or 5 to 10 1/2 years. The program is designed to pursue the aims of character, citizenship training, and personal fitness. Cub scouting is divided into age-based levels of lions, tiger cubs, wolf cubs, bear cubs, and webelos scouts. Scouts bsa is the flagship program of the bsa for boys and girls ages 10 1/2 to 18. It uses outdoor activities such as camping, aquatics and hiking to achieve the aims of character, citizenship, and personal fitness training. Venturing is a program for young men and women 14 (who have completed the eighth grade) through 20 years of age. Venturing's purpose is to provide positive experiences to help young people mature and to prepare them to become responsible and caring adults. The organization dissolved as of december 1st, 2024.

03Who funds it

Who funds it, year by year

2017 → 2023: the base broadened from 2 funders to 5 funders, grant income rose $10k → $50k.

4 of 11 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 36% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

From the IRS filings of VOYAGEURS AREA COUNCIL’s funders (the co-funder graph). Top 10 of 11 funders by total. Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

VOYAGEURS AREA COUNCIL has a broad base — no single funder exceeds 23% of grant income, and it takes 3 funders to reach half.

the vertical line marks half of all grant income — 3 funders to its left

94% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund VOYAGEURS AREA COUNCIL.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. How long its funders stay

75% of VOYAGEURS AREA COUNCIL's funders are still giving 3 years after their first grant; 73% give in more than one year at all.

Funder states come from each funder’s own filing. $94k arriving through sponsors registered in 4 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
