What The Public Trust Environmental Legal Institute of Florida Inc does
Mission
The Public Trust uses the law to protect the conservation lands waters trees wildlife and other imperiled natural resources of Northeast Florida.
As stated on its FY2024 Form 990.
Programs
The Public Trusts Wastewater Stormwater Facility Monitoring Program helped keep hundreds of industrial and municipal facilities in compliance with their permits. The Program created revenue through legal settlements with facilities violating the terms of their permits. There were some expenses in paying consultants to assist in developing best management practices for these facilities and also an extensive amount of staff time to perform the work for this initiative.
$90,265 spent$10,000 earned by the program35% of program spendingThe Public Trusts Tree Stewardship Program helped to continue revolutionizing the way in which the City of Jacksonville and nonprofits plant trees all across Duval County and strengthened the citys urban forestry programs. The Public Trust continued work with the Citys Tree Commission to coordinate programs that will help create a more robust tree canopy program. For example we developed a tree-planting project at University of North Florida. We will be receiving administrative fees as a government grant from the City of Jacksonville for this project but they have not yet been received and we received a grant of $50,000 to support this work related to tree planting.
$63,889 spent$50,000 earned by the program25% of program spendingThe Public Trusts Revive Initiative works to create and sustain beautiful green spaces in Jacksonville that can prove so important in creating community. Our intent is to help support transformative and sustainable change in the heart of Jacksonvilles urban core within communities that historically have been marginalized and underserved. For example in 2024 we continued our initiative to support the development of a new urban farm in the New Town Neighborhood.

The organization over time
Each line starts at 100 in 2020, so what you read is the shape rather than the size: 150 means half as much again as 2020, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2022 to 2023, from $176k to $497k (+182%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2020 21% · 2021 25% · 2022 3% · 2023 0% · 2024 3%. Grants only. Government contracts and fees sit inside program revenue.
93% of THE PUBLIC TRUST ENVIRONMENTAL LEGAL INSTITUTE OF FLORIDA INC’s revenue is contributions — more donation-reliant than the typical peer (88% for the typical peer).

Who funds it, year by year
2019 → 2023: the base broadened from 1 funder to 5 funders, grant income rose $25k → $422k.
5 of 6 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 96% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
From the IRS filings of THE PUBLIC TRUST ENVIRONMENTAL LEGAL INSTITUTE OF FLORIDA INC’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How concentrated its funding is
THE PUBLIC TRUST ENVIRONMENTAL LEGAL INSTITUTE OF FLORIDA INC leans on a few funders — its largest provides 61% of grant income and the top three 94%; half comes from just 1 funder.
the vertical line marks half of all grant income — 1 funder to its left
96% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund THE PUBLIC TRUST ENVIRONMENTAL LEGAL INSTITUTE OF FLORIDA INC.
Largest funder’s share by year: 2019 100% · 2020 100% · 2021 77% · 2022 57% · 2023 82% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
Where its funders are
96% of THE PUBLIC TRUST ENVIRONMENTAL LEGAL INSTITUTE OF FLORIDA INC's grant income arrives through donor-advised or pass-through sponsors, whose addresses record where the money is held rather than where the donor is. Of the $35k that is directly attributable, 100% of it comes from funders outside Florida, across 1 state.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $786k arriving through sponsors registered in 5 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
