01What it does

What Opportunity Through Entrepreneurship Foundation does

Mission

The Opportunity Through Entrepreneurship Foundation (otef) educates and invests in people and organizations that create hope. Our programs include education for small businesses and aspiring entrepreneurs, programs to support students in exploring future careers, and our azadvances initiative which supports the creation and commercialization of arizona-based health innovations.

As stated on its FY2025 Form 990.

Program

  1. Volunteers from the arizona bioindustry association provided 1:1 mentoring sessions to small business owners and aspiring entrepreneurs. Our student discovery zone program (part of our azadvances talent program) provided high school and university students the opportunity to connect with industry leaders and showcase their research projects. As part of this program, merit-based scholarship prizes were competitively awarded. Two university students were employed as part time student interns in 2025 for 3 months each. The azadvances capital program made no investments into early stage life science companies in 2025. Our current mission related investment portfolio includes three investments from 2023. These equities will be held by otef and the future investment proceeds remain with otef. On dec 29, 2022, the arizona state board of investment approved a contract with the arizona state treasurer's office (asto) for otef to receive ongoing distributions from the arizona health innovation trust fund to support its charitable purpose and to perform specified services as set forth in a.r.s. 41-177. The first distributions from asto will begin in 2027. $75,000 in support was provided from…

3 of 8 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 11% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

From the IRS filings of OPPORTUNITY THROUGH ENTREPRENEURSHIP FOUNDATION’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

OPPORTUNITY THROUGH ENTREPRENEURSHIP FOUNDATION leans on a few funders — its largest provides 32% of grant income and the top three 77%; half comes from just 2 funders.

the vertical line marks half of all grant income — 2 funders to its left

100% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund OPPORTUNITY THROUGH ENTREPRENEURSHIP FOUNDATION.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. How long its funders stay

25% of OPPORTUNITY THROUGH ENTREPRENEURSHIP FOUNDATION's funders are still giving 2 years after their first grant; 50% give in more than one year at all.

Funder states come from each funder’s own filing. $24k arriving through sponsors registered in 3 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
