Programs

On its FY2024 return the organization reported a significant change in how it conducts a program.

Mountain pacific has served as prime contractor on the qin-qio contracts for many years. During the transition from the 12th to the 13th statement of work (sow), we did not retain prime status and now serve as a subcontractor to telligen for the midwest region under the 13th sow.

Its own explanation, from Schedule O of that return (Part III, line 3).

  1. Medicaid work:for more than 30 years, mountain pacific has been a valued partner to the montana department of public health and human services (dphhs) and to montanans with medicaid, ensuring they receive the right care, at the right time, in the most appropriate setting.our extensive utilization review experience provides a consistent and efficient approach to determining the medical necessity and appropriateness of services, supporting some of our state's most vulnerable populations and improving health outcomes. Approximately one in every five montanans is enrolled in medicaid, or about 218,000 people.during fiscal year 2025: our transportation review team served 75,000 medicaid members, allowing eligible individuals to receive funding to offset the cost of traveling to needed health care services. Our utilization management call center handled 13,722 phone calls, and utilization reviewers completed 10,289 reviews, helping make sure requested services and equipment met evidence-based medical criteria. Our long-term care team completed 7,379 level-of-care (loc) reviews and 8,006 level I preadmission screening and resident reviews (pasrrs), so people being admitted to nursing…

We support access to services and advancements in quality care in some of the most expansive, remote and geographically challenging states, and we continue to grow our efforts to connect health care professionals to education and support networks and to help make sure consumers get the care they need. In fiscal year 2025, our team worked alongside clinical and community partners across montana, hawaii, alaska, and wyoming to provide technical assistance to improve the quality of outcomes for people with complex chronic conditions. Technical assistance and support activities utilize industry best practices, strategies and initiatives to build collaborations and align opportunities to elevate the use of health information technology. The outcomes include improved population health, quality reporting, and clinical outcomes. In 2025, we facilitated roundtable discussions with more than 180 participants from health care organizations, community-based organizations, councils on aging, tribal communities and other service providers to discuss…

Left out of every figure on this page: $204k from one payer (the payer shares this organization's board, largest Montana Health Research & Education Foundation). These are real filings, and they are not money MOUNTAIN PACIFIC QUALITY HEALTH FOUNDATION raised.

From the IRS filings of MOUNTAIN PACIFIC QUALITY HEALTH FOUNDATION’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

MOUNTAIN PACIFIC QUALITY HEALTH FOUNDATION leans on a few funders — its largest provides 47% of grant income and the top three 93%; half comes from just 2 funders.

the vertical line marks half of all grant income — 2 funders to its left

53% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund MOUNTAIN PACIFIC QUALITY HEALTH FOUNDATION.
