What Free Wisconsin LLC does
Mission
At Free Wisconsin, we provide assistance to justice-impacted individuals who are returning to their families and communities to live their best lives. We are a non-profit devoted to supporting those directly affected by the criminal justice system, serving as a stabilizing force to ensure fair, equal opportunities for rehabilitation, reintegration, and a positive path forward.
As stated on its FY2025 Form 990.
Programs
Pathways to Progress Reintegration Center - Chequamegon Bay. Pathways to Progress provides vital reentry assistance and short-term transitional housing to criminal justice-impacted individuals being released from incarceration who face immediate housing instability or homelessness. The program specifically targets Ashland and Bayfield counties, alongside the Bad River and Red Cliff Indian reservations, filling a critical regional safety net vacancy. Operated largely by justice-impacted organizers and volunteers, the center provides residents with safe, temporary lodging (housing 6-8 participants concurrently), individualized stability plans, 1-on-1 peer support, and a part-time Reentry Support Specialist to manage facility operations. Program participants are also supplied with basic needs, supplementary food, a clothing exchange, and municipal transportation passes to facilitate community reintegration. The program serves an estimated 14 to 20 individuals per month, prioritizing veterans, those facing mental health challenges, and vulnerable populations.

The Revolving Bail Fund operates to mitigate systemic inequalities within the pretrial justice system by providing direct financial assistance to cash-strapped, legally presumed-innocent individuals held in pretrial detention. Recognizing that cash bail disproportionately penalized low-income communities and disrupts housing, family stability, and employment before a conviction is every secured, Free Wisconsin utilizes charitable contributions to post bail for indigent individuals. This grant assistance allows recipients to return to their families, sustain employment, and safely navigate their pending legal proceedings from within their communities. By securing pretrial freedom, the fund prevents arbitrary job losses and housing evictions, restoring due process equity for individuals who lack the independent financial resources to purchase their release.

The Reentry Client Assistance program supplies immediate, direct-to-individual emergency aid to justice involved individuals navigating the fragile transition back into public life following incarceration. This program delivers critical wrap-around support through targeted financial assistance, including client-specific reentry grants, gift cards for groceries and basic physiological necessities, emergency client meal provisions, and specialized Institutional "inreach" project expenses designed to connect with individuals prior to their release dates. By lowering the financial barriers to immediate post-release survival, this program acts as an essential bridge toward stabilizing program participants during their first critical days back in the community.

Who funds it, year by year
Grant support over time, funder by funder — shade shows the grant size each year.
1 of 1 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 100% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
From the IRS filings of FREE WISCONSIN LLC’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
Where its funders are
100% of FREE WISCONSIN LLC's grant income arrives through donor-advised or pass-through sponsors, whose addresses record where the money is held rather than where the donor is. Too little is directly attributable to place on a map.
Funder states come from each funder’s own filing. $35k arriving through sponsors registered in 1 state is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
