01What it does

What Clean Slate Utah does

Mission

To help people clear their criminal records and access opportunities. We will do this by: 1) spreading the word about utah's clean slate law to individuals with records, so they are aware of the law and its positive impact on their lives; 2) providing information about the law and links to free and low-cost legal resources to assist individuals who need to go through the petition-based expungement process or obtain a pardon; 3) raising money to help cover the cost of government fees associated with the legal expungement process; 4) helping eligible individuals take advantage of the law to access greater opportunities; 5) elevating the voices and stories of directly impacted people and their families.

As stated on its FY2024 Form 990.

Program

  1. We worked to raise awareness about Utah's clean slate law, providing Information and resources for those navigating the petition-based expungement process, and connecting people with free or low-cost legal assistance. We also worked to raise funds to cover government fees related to expungement and amplify the voices of those directly impacted by the criminal justice system. In 2024, we screened records for 2,500 individuals, successfully cleared 1,648 criminal records for 408 people, and successfully had 9 pardons granted. We also implemented a Spanish program and translated all educational materials and videos into Spanish to increase accessibility.

03Who funds it

Who funds it, year by year

2022 → 2023: the base narrowed from 7 funders to 5 funders, grant income fell $528k → $459k.

3 of 14 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 29% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

From the IRS filings of Clean Slate Utah’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

Clean Slate Utah leans on a few funders — its largest provides 29% of grant income and the top three 82%; half comes from just 2 funders.

the vertical line marks half of all grant income — 2 funders to its left

67% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund Clean Slate Utah.

Largest funder’s share by year: 2022 38% · 2023 54% — growing more concentrated.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Funder states come from each funder’s own filing. $462k arriving through sponsors registered in 3 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
