01What it does

What Broward Healthy Start Coalition does

Mission

Our mission is to lead the broward county maternal child health system of care serving mothers, infants and families, promoting health and well-being to achieve a successful pregnancy and a healthy start in life. Our vision is that all broward county babies will have a healthy start in life.

As stated on its FY2025 Form 990.

Programs

On its FY2024 return the organization reported starting a significant new program.

The organization implemented a doula program with multiple funding sources: healthy start momcare network, florida blue foundation, ccp.

Its own explanation, from Schedule O of that return (Part III, line 2).

  1. The coalition is responsible for the formation and administration of the broward healthy start system, which includes management of subcontracts for quality services to pregnant women and children from birth to age three, monitoring services through quality improvements and assurance responsibilities and accountability. Primary goals are: 1. To reduce fetal and infant mortality and morbidity. 2. Reduce the number of low birth weight and pre-term births. 3. Improve maternal and child health developmental outcomes.

    100% of program spending
  2. The coordinated intake & referral (ci&r) system, also known as connect is a centralized process designed to ensure that pregnant women, infants, and families are connected to the most appropriate health and social services in their community. It begins with a standardized screening process through the florida prenatal screen (completed during prenatal visits) or the infant screen (completed at birth). These screens assess factors such as medical history, social determinants of health, and potential risks to maternal and infant well-being. Once a screen is completed, it is reviewed by a ci&r specialist who contacts the family to conduct a more in-depth intake and assessment. Using a structured decision-making tool, the specialist connects them to the most appropriate services, such as home visiting, parenting support, or mental health care. The goal is to ensure families receive timely, coordinated care without duplication of services.

  3. The healthy families broward program is a voluntary home visitation initiative aimed at preventing child abuse and neglect. It promotes positive parenting practices, child development knowledge, and health and safety awareness for families with children aged 0-5 years. A well-trained family support engagement specialist visits regularly to build social connections with parents, reduce isolation, and enhance positive parent- child relationships. Eligibility criteria include residing in the target area, having a positive prenatal or infant screen, and having an infant under four months old.

The 3 programs described on its FY2024 Form 990, listed largest first by expense. Program spending in total: $12,034,138.

Who funds it, year by year

2017 → 2023: the base broadened from 1 funder to 4 funders, grant income rose $4.7M → $8.8M.

1 of 9 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 0% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

From the IRS filings of BROWARD HEALTHY START COALITION’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

BROWARD HEALTHY START COALITION leans on a few funders — its largest provides 93% of grant income and the top three 98%; half comes from just 1 funder.

the vertical line marks half of all grant income — 1 funder to its left

100% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund BROWARD HEALTHY START COALITION.

Funder states come from each funder’s own filing. $31 arriving through sponsors registered in 1 state is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
