01What it does

What Vang Council of la Crosse does

Mission

The Vang Council of La Crosse strives to serve as an active community leader in promoting cultural understanding practices education and to foster a sense of community.

As stated on its FY2025 Form 990.

Programs

On its FY2025 return the organization reported a significant change in how it conducts a program.

Vang Council of La Crosse experienced significant changes in its program services during the reporting period. The ARPA grant ended on December 31 2024; however the organization was granted an extension through July 31 2025 to complete all grant-related work. Due to the end of the grant funding staffing was reduced from three staff members to one. As a result Vang Council of La Crosse will not be continuing the grant-funded programs because there is no longer sufficient staff support to manage them. The organization will continue to operate and carry out programs and activities that are manageable with the support of volunteers and board members.

Its own explanation, from Schedule O of that return (Part III, line 3).

  1. During the reporting period Vang Council of La Crosse spent over 18,000 on program and event services that supported the Hmong community and broader La Crosse area. VCL awarded three 1,000 scholarships to three high school students to support their continued education. The organization also collaborated with Cia Siab Inc. on the Hmong Language and Literacy Program to help reduce program costs while continuing to provide cultural and educational support to the community. In partnership with other organizations in La Crosse VCL co-hosted Hmong American Day celebrating 50 years of Hmong presence in the United States. VCL also held its annual community picnic and collaborated with sister Vang Councils throughout Wisconsin to support the State New Year cultural celebration and other community programs. Although grant-funded programs will not continue due to reduced staffing VCL remains committed to serving the community through programs and events that can be managed by volunteers and board members.

  2. Vang Council of La Crosse also contributed more than 7,000 in charitable donations to community members during the reporting period. These contributions were made in response to funeral support needs and other cultural requests received by the organization. These charitable contributions reflect VCLs continued commitment to supporting community members during important cultural family and life events.

1 of 2 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 57% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

How concentrated its funding is

VANG COUNCIL OF LA CROSSE leans on a few funders — its largest provides 57% of grant income and the top three 100%; half comes from just 1 funder.

the vertical line marks half of all grant income — 1 funder to its left

100% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund VANG COUNCIL OF LA CROSSE.

Funder states come from each funder’s own filing. $29k arriving through sponsors registered in 1 state is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
