Its own explanation, from Schedule O of that return (Part III, line 2).

  1. Scls kits: through the campaign to enhance public libraries, the south central library system foundation is raising private funds that will enhance public libraries throughout our south central library system community to expand their excellent services in each of the following areas: children's services -- expand children's collections, services, and reading programs; collection development -- enrich the number of library holdings in subject range and depth; libraries of the future -- ensure that all members of our library community share state-of-the-art technology and provide a welcoming community-centered environment in which it can be used; lifelong learning -- enhance training and educational programming at all libraries in the system; and literacy -- enhance library programming in language and reading, societal, and technology skills training. During the year, the south central library system foundation awarded $ 4,704.87 to the south central library system to purchase supplies and equipment for the scls kits that are available to all library members in our system.

Funder states come from each funder’s own filing. $5k arriving through sponsors registered in 1 state is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
