01What it does

What Place of Refuge Inc does

Mission

The Place of Refuge is a non-partisan, non-profit organization that seeks to bring redemptive healing through faith-based trauma treatment and training focusing on urban populations and their caregivers.

As stated on its FY2024 Form 990.

Programs

  1. In 2024, 106 individuals and families received a combined 1,464 counseling appointments. Our counseling program primarily targets the multi-cultural, urban, working-class neighborhoods of North Philadelphia. While there are several faith-based, outpatient treatment programs in Southeastern PA, Refuge is the only faith-based counseling for adults in our region credentialed to accept Medicaid funds. At Refuge, a sensitive, pastoral counseling approach tailored to the urban context forms the basis of our intervention and these foundational principles are coupled with trauma-focused and evidence-based counseling techniques. Cognitive Behavioral Therapy, Dialectical Behavioral Therapy, and other traditional therapies are carefully integrated into each treatment plan. Our model of care was born in the Hispanic community and has been extended to African Americans, Caucasians and immigrant families living throughout our region. We treat diagnosed conditions such as depression, PTSD, anxiety, anger, and bipolar disorder. We consider it a privilege to carry out this work.

  2. In 2024, an estimated 302 individuals were served at PORs 12 outreach events. Beyond our counseling services, our grassroots community outreach efforts help improve public health by increasing mental health education and awareness at the local level. By hosting small groups, training workshops, information tables, and mental health screenings events, etc., we build strength and resilience within the community - meeting people where they are.

3 of 4 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 41% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

From the IRS filings of Place of Refuge Inc’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

Place of Refuge Inc leans on a few funders — its largest provides 59% of grant income and the top three 100%; half comes from just 1 funder.

the vertical line marks half of all grant income — 1 funder to its left

41% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund Place of Refuge Inc.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Funder states come from each funder’s own filing. $110k arriving through sponsors registered in 3 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
