As stated on its FY2017 Form 990.

Program

The dental clinic will provide a community-based dental service for both emergent and routine dental care; will lead to decreased use of emergency room visits for routine dental care which is inefficient and expensive, and will improve access to dental care services for the uninsured and under-insured and for medical assistance recipients.

The first program described on its most recent Form 990, which lists programs largest first by expense.
