What Eternal Vigilance Action Inc does
Mission
Our mission statement is to advocate for policies which maximize the American Promise of Liberty and Justice for all.
As stated on its FY2024 Form 990.
Programs
On its FY2024 return the organization reported starting a significant new program.
The specific program services activity undertaken by Eternal Vigilance Action will vary from year to year depending on challenges and opportunities that arise but will always be in furtherance of the mission of the organization. Both the activity described in 4.a. legal action against the State Election Board and the activity described in 4.b. support of legislation relating to post-election audits are new activities in 2024.
Its own explanation, from Schedule O of that return (Part III, line 2).
Eternal Vigilance Action EVA filed and successfully litigated a lawsuit challenging the Georgia State Election Boards adoption of an administrative rule that exceeded its constitutional authority. EVA argued that the rule violated the separation of powers by allowing an unelected board to alter statutory election procedures reserved to the General Assembly. The Superior Court of Fulton County ruled in EVAs favor declaring the rule unconstitutional and void. The State appealed and in 2025 the Georgia Supreme Court unanimously affirmed the decision in a 9-0 opinion. This landmark case reaffirmed legislative authority over election law and prevented last-minute administrative changes that could have disrupted the 2024 election process. EVAs victory strengthened both election integrity and the constitutional balance between branches of government in Georgia.
$329,633 spent$465,000 earned by the program53% of program spendingEternal Vigilance Action EVA dedicated significant efforts to advocating for legislative changes within the Georgia General Assembly. Their work led to the successful passing of HB 974 which integrated elements of HB 977 focusing on enhancing and institutionalizing post-election audit protocols. The revised law amending Georgia Code 21-2-498 now mandates broader implementation of risk-limiting audits encompassing a greater number of electoral races including an extra statewide competition beyond the primary ballot race. Key reforms include: Broadening the number of contests subject to audit beyond just the top ballot race. Setting statutory risk limit thresholds e.g. 8 % in 2024 6 % in 2026 5 % or less thereafter to bound the probability that an incorrect election outcome is not detected. Mandating that audits be completed prior to final certification and conducted publicly with post-audit reporting to the public within 48 hours. Establishing a pilot program to audit paper ballot images via optical character recognition or related technologies as an additional verification mechanism. As a result of EVAs legislative engagement Georgia now has a stronger statutory framework for more…
$63,500 spent10% of program spendingThis year Eternal Vigilance Action EVA made significant strides in our advocacy for Ranked Choice Voting RCV and broader election reform successfully defending RCV against legislative threats expanding our influence among key conservative groups and promoting policies that enhance election integrity. 1. Defeated Anti-RCV Legislation in Georgia We led efforts to defeat a critical bill in the Georgia legislature that aimed to ban RCV statewide. By mobilizing resources educating key stakeholders and building a coalition of supporters we defeated SB 355 which would have banned RCV in Georgia. This victory exemplifies our capability to counter legislative threats to RCV at the state level and reinforces the importance of RCV as a viable election reform measure. 2. Influenced Legislation in Ohio Our team testified before the Ohio Senate against similar legislation to ban RCV presenting the benefits of RCV in fostering fairer elections. While the legislation posed a real risk to RCV adoption our testimony strengthened our presence and commitment to RCV and contributed to raising awareness among Ohio legislators about the benefits of this voting method. 3. Strategic Shift to Defensive…

Each line starts at 100 in 2021, so what you read is the shape rather than the size: 150 means half as much again as 2021, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.

How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
