What East Baltimore Development Inc does
Mission
Ebdi's mission is to successfully attract market-oriented investment, development, population and enterprise to the east baltimore community while equipping community residents with the skills, information, and resources they need to benefit from new housing, employment, business, and and educational opportunities.
As stated on its FY2025 Form 990.
Program
Ebdi worked with developers, the city of baltimore, and the state of maryland to complete pre-development activities necessary to make way for four new residential development projects that will yield over 500 units of market-rate and affordable rental and for-sale homes. In addition, the development of the next commercial/lab building is underway and the site for a future grocery store/mixed use development has been identified. Ebdi ultimately plans to build an additional 500 units of mixed-income housing along with two to three additional commercial buildings and a parking garage over the next 10 years. Ebdi considers its approach to be "responsible redevelopment" with a focus on economic and community development efforts that are inclusive and mitigate the effects of gentrification.

The organization over time
Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2021 to 2022, from $60M to $13M (−79%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2017 25% · 2018 28% · 2019 13% · 2020 5% · 2021 27% · 2022 6% · 2023 9% · 2024 29% · 2025 47%. Grants only. Government contracts and fees sit inside program revenue.
91% of EAST BALTIMORE DEVELOPMENT INC’s revenue is contributions — more donation-reliant than the typical peer (61% for the typical peer).

From the IRS filings of EAST BALTIMORE DEVELOPMENT INC’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How concentrated its funding is
EAST BALTIMORE DEVELOPMENT INC leans on a few funders — its largest provides 82% of grant income and the top three 100%; half comes from just 1 funder.
the vertical line marks half of all grant income — 1 funder to its left
82% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund EAST BALTIMORE DEVELOPMENT INC.
Largest funder’s share by year: 2017 67% · 2018 100% · 2019 62% · 2020 73% · 2021 95% · 2022 99% · 2023 100% — growing more concentrated.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration.
