What Association of Community Services of Howard County does
Mission
Acs' mission is to champion, strengthen, and connect howard county nonprofits.
As stated on its FY2025 Form 990.
Programs
Nonprofit center/shared space and services: acs manages the nonprofit collaborative (npc), howard county's only nonprofit center, which houses thirteen mission-driven nonprofits. The npc bolsters the capacity of its nonprofit tenants by providing shared services such as it, phone, and meeting spaces, along with opportunities to enhance coordination and share resources among its tenants. Situated on the county's community resources campus, it also increases the range and accessibility of services available to the public in one convenient location.
$139,028 spent$168,669 earned by the program55% of program spendingNonprofit capacity building: acs provides training workshops, community conversations with community leaders, and other resources to strengthen the knowledge, skills, and connections of nonprofit organizations. Our programs create space for learning, shared problem-solving, and meaningful collaboration. A key component of our capacity building work is hoco excel, howard county's nonprofit 'excelerator' program, created to grow the capacity, impact, and sustainability of county nonprofits. Hoco excel includes two components: training workshops open to all local nonprofits and a cohort of selected nonprofits that also receive individualized coaching and grant funding over a 3-year period.
$113,740 spent$8,450 earned by the program45% of program spendingAdvocacy and public policy: acs advocates on behalf of the nonprofit sector. This includes both promoting the critical role nonprofits play in meeting the needs of our community and advocating for policies and legislation that impact their organizational effectiveness. Acs also helps equip nonprofits with the skills and resources they need to effectively advocate on behalf of the people and issues they serve. Acs' active public policy committee monitors local and state legislation of concern to its member organizations.

The organization over time
Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2018 to 2019, from $342k to $547k (+60%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2021 23% · 2022 2% · 2023 8% · 2025 14%. Grants only. Government contracts and fees sit inside program revenue.
38% of ASSOCIATION OF COMMUNITY SERVICES OF HOWARD COUNTY’s revenue is contributions — more earned-revenue than three-quarters of its peers (91% for the typical peer).

Who funds it, year by year
2017 → 2023: the base broadened from 1 funder to 2 funders, grant income fell $82k → $25k.
1 of 3 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 0% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
Left out of every figure on this page: $343k from 4 payers (the payer shares this organization's board, largest The Horizon Foundation of Howard County Inc). These are real filings, and they are not money ASSOCIATION OF COMMUNITY SERVICES OF HOWARD COUNTY raised.

ASSOCIATION OF COMMUNITY SERVICES OF HOWARD COUNTY leans on a few funders — its largest provides 99% of grant income and the top three 100%; half comes from just 1 funder.
the vertical line marks half of all grant income — 1 funder to its left
Largest funder’s share by year: 2017 100% · 2018 100% · 2019 100% · 2020 100% · 2021 71% · 2022 98% · 2023 100% — broadly stable.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Where its funders are
100% of ASSOCIATION OF COMMUNITY SERVICES OF HOWARD COUNTY's grant income comes from Maryland funders.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $53 arriving through sponsors registered in 1 state is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
