What Wilshire Heights Mutual Water Company does
Mission
WHMWC distributes safe and inexpensive well water to 41 neighborhood shareholders in the Wilshire Heights subdivision. We seek to provide the lowest prices possible with very little contracted labor. We are a volunteer-run company with no salaried employees.
As stated on its FY2025 Form 990-EZ.
Programs
Our largest expense and program is maintaining and operating the water distribution system, which involves employing a certified operator to take monthly water samples for testing, making repairs of the equipment and water lines, paying PG&E for electricity to run the pumps, paying laboratory fees for the sample testing, enlisting a certified cross connection specialist to inspect all service connections annually, purchasing propane for the generators and undergoing annual generator inspections and maintenance in preparation for PG&E power outages, predominantly during red flag events. The most inconsequential costs are the administrative expenses which include insurance, fire district taxes, postage, envelopes, PO Box rental, and hiring a bookkeeper to generate the invoices.
$22,702 spent100% of program spendingThe other services provided by WHMWC are to actively support North Riebli and Riebli-Wallace Firewise communities. We facilitate flow of information from the Firewise communities to our neighborhood, promote Firewise educational programs and encourage participation by all our resident shareholders in fire hardening their homes and consistently managing vegetation growth. There are no expenses.

The organization over time
Each line starts at 100 in 2022, so what you read is the shape rather than the size: 150 means half as much again as 2022, 50 means half. The number beside each label in the key is where it ended.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2022 to 2023, from $182k to $391k (+115%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2022 90%. Grants only. Government contracts and fees sit inside program revenue.
Surplus & reserves
Operating surplus or deficit each year, and months of liquidity in hand. 1 of the last 4 reported years ran a deficit.

The officers, directors, trustees and key employees listed on each return. Joined and no longer listed compare each filing with the year before, matching people by surname and first initial; a year after a gap, or a roster under three people, has no comparison.
