What The Peoples Port Authority does
Mission
The people's port authority is an environmental justice community organization led by residents of south providence and washington park to educate, mobilize, and support our community members that are directly impacted by environmental racism. The legacy of extraction, colonialism, and slavery that results in the concentration of toxic industries and pollution in black, brown, indigenous, communities of color causing disproportionate harm, health crises, and early death among their residents. Our mission is to educate our community about the facilities in our neighborhoods that threaten our well being, mobilize the community to resist the expansion of these facilities, urge government decision-makers to shut them down and implement community oversight, and support each other as our lives are constantly under attack by systemic injustice.
As stated on its FY2025 Form 990.
Programs
Youth program - this program enriches the participants' lives and stimulates the local economy by paying for local childcare services and local lodging and paying people for their time and effort towards the program. Calle la paz provides the opportunity for young folks to work and learn in puerto rico. Over the course of two weeks, they will begin to understand environmental justice, develop an understanding of community resilience, and engage in solidarity work with local farmers. They will develop solidarity by engaging in farming with local farmers who live in the western mountains of puerto rico, las marias. Developing a deep understanding of community resilience, students will understand how the community of rio caas arriba used available resources to respond to, withstand, and thrive from 500 years of colonization, hurricanes, and more.
$16,029 spent12% of program spendingGreen justice zones program - a green justice zone is an innovative new model to protect marginalized communities from corporate polluters and fund long-overdue environmental remediation projects. Green justice zone will enable the community to dismantle pollution-intensive facilities such as petroleum refineries and hazardous waste storage sites in the designated area, protecting residents from the severe health impacts of highly toxic industries. The green justice zone program will also provide funding for environmental remediation projects such as weatherization, building microgrids, replacing lead pipes, and installing air filtration systems in zone residents' homes to be allocated by a participatory process in which zone residents will choose, through a local referendum, which environmental remediation projects to prioritize.

The organization over time
Each line starts at 100 in 2022, so what you read is the shape rather than the size: 150 means half as much again as 2022, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2024 to 2025, from $185k to $122k (−34%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2024 10%. Grants only. Government contracts and fees sit inside program revenue.
100% of THE PEOPLES PORT AUTHORITY’s revenue is contributions — more donation-reliant than the typical peer (87% for the typical peer).

Who funds it, year by year
2021 → 2023: the base broadened from 1 funder to 4 funders, grant income rose $32k → $122k.
2 of 8 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 29% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.
From the IRS filings of THE PEOPLES PORT AUTHORITY’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
How concentrated its funding is
THE PEOPLES PORT AUTHORITY leans on a few funders — its largest provides 33% of grant income and the top three 80%; half comes from just 2 funders.
the vertical line marks half of all grant income — 2 funders to its left
66% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund THE PEOPLES PORT AUTHORITY.
Largest funder’s share by year: 2021 100% · 2022 91% · 2023 41% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
Where its funders are
THE PEOPLES PORT AUTHORITY draws 100% of its grant income from funders outside Rhode Island, across 5 states in all.
In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $170k arriving through sponsors registered in 2 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
