01What it does

What Texas Police Chiefs Association Foundation does

Mission

Founded for charitable and educational purposes including distributions to organizations that are exempt under 501(c)(3), families of texas law enforcement officers killed in the line of duty, and low cost training for small law enforcement departments with limited budgets.

As stated on its FY2025 Form 990.

Programs

  1. The foundation provides funds to individuals through the officer death benefit program. If a texas law enforcement officer is killed in the line of duty, the foundation as soon as possible delivers a check to the surviving spouse, children or parents. No application process is used, only the notification of a qualifying death and appropriate person to whom the check is made out. The law enforcement officer does not have to be a member of any association. The donation is to provide immediate funds to a family in time of crisis.

  2. The foundation helps support low cost training for small law enforcement agencies in texas with limited budgets for training their law enforcement officers. Of the 2,000 plus law enforcement agencies in texas, some 80% are 10 officers or less. These small departments have very limited or non-existent training budgets. The foundation sponsors training at little or no cost on various law enforcement subjects throughout the state so that local officers have the opportunity to attend.

  3. The foundation has developed a recognition program for smaller law enforcement agencies. This program helps the agency develop basic policies and procedures. The purpose is to promote increased professionalism and enable small departments to have legal and easily understood policies and procedures in place without the high cost of hiring consultants or other outside expertise.

1 of 3 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 1% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

From the IRS filings of TEXAS POLICE CHIEFS ASSOCIATION FOUNDATION’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

TEXAS POLICE CHIEFS ASSOCIATION FOUNDATION leans on a few funders — its largest provides 85% of grant income and the top three 100%; half comes from just 1 funder.

the vertical line marks half of all grant income — 1 funder to its left

86% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund TEXAS POLICE CHIEFS ASSOCIATION FOUNDATION.

Funder states come from each funder’s own filing. $387 arriving through sponsors registered in 1 state is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
