01What it does

What Ohio Environmental Council Action Fund does

Mission

To protect the environment and health of all ohio communities by electing climate champions, holding public officials accountable, and advancing environmental justice policies.

As stated on its FY2025 Form 990.

Programs

  1. The oec action fund delivered measurable policy wins and elevated environmental advocacy at the statehouse and in communities across ohio. Most notably, the action fund played a key role in the passage of ohio house bill 15 - landmark legislation modernizing ohio's energy system. The law ends costly ratepayer bailouts for outdated coal plants, advances grid transparency and reliability, prioritizes renewable energy development on brownfields and former coal sites, and establishes a solar and energy efficiency fund for ohio schools. Following its passage, the action fund shifted toward ensuring equitable implementation, working to secure community-level benefits, particularly in historically underserved areas.(program narrative continues in schedule o)the action fund also anchored bipartisan momentum behind the reintroduction of the lead line replacement act (hb 307/hb 534), providing proponent testimony and reinforcing the economic and public health case for fully replacing ohio's estimated 745,000 lead service lines. In parallel, the team defended critical investments, including h2ohio and the great lakes restoration initiative, while advocating for long-term program stability…

  2. The oec action fund deepened its commitment to public education and civic advocacy - ensuring ohioans are informed, engaged, and equipped to influence the decisions that shape their communities. Through statewide alerts, digital campaigns, testimony, and direct lawmaker engagement, the action fund mobilized thousands of residents to take action on energy reform, clean water protections, and fair representation.the launch of the energy champions ohio series created new opportunities for community learning, helping ohioans better understand how the energy system works, how policy decisions impact their bills and neighborhoods, and how to advocate for affordable, equitable(program narrative continues in schedule o)solutions. At the same time, the team expanded voter education during the 2025 redistricting cycle - providing resources on new voting requirements and reinforcing the connection between democracy and environmental progress.

2 of 6 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 13% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

Left out of every figure on this page: $150k from one payer (the payer shares this organization's board, largest The Ohio Environmental Council). These are real filings, and they are not money OHIO ENVIRONMENTAL COUNCIL ACTION FUND raised.

From the IRS filings of OHIO ENVIRONMENTAL COUNCIL ACTION FUND’s funders (the co-funder graph). Association, not causation. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

How concentrated its funding is

OHIO ENVIRONMENTAL COUNCIL ACTION FUND leans on a few funders — its largest provides 72% of grant income and the top three 95%; half comes from just 1 funder.

the vertical line marks half of all grant income — 1 funder to its left

100% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund OHIO ENVIRONMENTAL COUNCIL ACTION FUND.

“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Funder states come from each funder’s own filing. $465k arriving through sponsors registered in 2 states is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been.
