To create and provide support for athletic programs and activities for youth. Established in 1946, the organization's program is intended to keep young people off the street and in school by encouraging them both in studies and education.

Programs
The holcombe rucker summer league celebrates it's 72nd year of providingan outlet for 20,000 youth and young adults during the summer to play basketball, receive internship opportunities, community service, college prep, sports management training, independent living workshops and on the job table official training. Community residents also receive employment as official referees, site directors and table officials. The holcombe rucker community league runs a 10 weekend annual basketball tournament at three sites simultaneously.
