Programs
Regional and annual conferences provide professional development to over 9,500 educators, parents/families, and students to promote effective practices for english learners and multilingual learners who make up 40% of the student population in california. One annual, four regional conferences, and one dual language institute were scheduled for the fiscal year ending june 30, 2025. All events were held via in-person. All events successfully engaged educators, families, and community members through creative and intentional implementation strategies of engagement strategies. We embedded into our conference asian languages workshops, programs, and student performances as part of our building of multicultural competency in educators. In addition, we also held an indigenous people languages institute for educators and parents as part of our annual cabe 2025 conference 50th anniversary celebration. As part of our 50th anniversary, we also developed a cabe history website that encompasses all of cabe's 50 year history with videos, a historical book and historical archived buttons in increments of five years of cabe history.

Each year scholarships and awards are given and bilingual/multilingual education is promoted. This is done through information campaigns, publications, websites, social media, conferences, and regional and statewide advocacy related to issues relevant to english learner/multilingual learner students. This work is taken to the local level by our membership and affiliates. During the fiscal year ending june 30, 2025, we awarded four student essay scholarships, six seal of excellence school awards, four teachership awards, two high school teachership awards, three board awards and six early childhood education awards. The organization over time
Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2017 to 2018, from $2.5M to $6.2M (+152%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
Government-grant reliance: 2017 12% · 2018 11% · 2019 8% · 2020 23% · 2021 41% · 2022 49% · 2023 23% · 2024 8% · 2025 16%. Grants only. Government contracts and fees sit inside program revenue.

Who funds it, year by year
2018 → 2023: the base broadened from 1 funder to 3 funders, grant income rose $52k → $421k.
1 of 7 of your funders are donor-advised or pass-through sponsors (tagged DAF) — 0% of grant dollars received. That money is really individual donors directing a sponsor; the institutions to cultivate are the non-DAF funders.

How concentrated its funding is
CALIFORNIA ASSOCIATION FOR BILINGUAL EDUCATION leans on a few funders — its largest provides 76% of grant income and the top three 98%; half comes from just 1 funder.
the vertical line marks half of all grant income — 1 funder to its left
Largest funder’s share by year: 2018 100% · 2019 100% · 2020 85% · 2021 78% · 2022 74% · 2023 76% — diversifying over time.
“Effective funders” = inverse Herfindahl index (1 / Σ shareᵢ²) — the number of equal-sized funders that would give the same concentration. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.

In-state vs out-of-state, by year
Funder states come from each funder’s own filing. $10k arriving through sponsors registered in 1 state is excluded from the map and the split above: a sponsor holds money on a donor’s behalf, so its registered address would place those dollars somewhere no donor need ever have been. Trends are read to FY2023, the last fiscal year that has finished arriving. FY2024–FY2026 are still being filed and are shown unshaded; they do not move any figure on this page.
