What Association for Community Affiliated Plans does
Mission
The Association for Community Affiliated Plans (acap) is the national trade association which represents not-for-profit safety net health plans. Collectively, acap plans serve more than 30 million enrollees through medicaid, medicare, marketplaces and other public health coverage programs.our mission is to strengthen not-for-profit safety net health plans in their work to equitably improve the health and well-being of people with limited resources or significant health needs.our vision is a country with equitable, affordable, high-quality care that is accessible regardless of income and provided through coordinated care entities.
As stated on its FY2024 Form 990.
Program
Acap has striven to support safety net health plans so that they can continue to provide high quality care to the most vulnerable of our citizens. We have accomplished this by positioning acap as an authority on publicly sponsored coverage programs through publications and conferences. We have advocated for health coverage programs, particularly focused on the public insurance programs such as medicaid managed care. Lastly, we have strengthened acap members operationally to improve their quality, efficiency, and competitiveness through a robust series of roundtables among plan staff.
The program described on its FY2023 Form 990.
The organization over time
Each line starts at 100 in 2017, so what you read is the shape rather than the size: 150 means half as much again as 2017, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2022 to 2023, from $8.4M to $11M (+29%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
9% of ASSOCIATION FOR COMMUNITY AFFILIATED PLANS’s revenue is contributions — about as donation-reliant as the typical peer (61% for the typical peer).

the vertical line marks half of all grant income — 1 funder to its left
49% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is.
