01What it does

What Shelter Now does

Mission

Shelter Now empowers people with lived experience of houselessness through leadership development and policy advocacy. The organization advances equitable, community-driven solutions by supporting the Lived Experience Council and the Village Federation, elevating the voices of impacted individuals in local decision-making, and promoting safe, sustainable approaches to shelter. Shelter Now works to reduce homelessness in Multnomah County by increasing access to resources, expanding the village model, and helping unhoused individuals build community and drive positive change in the community.

As stated on its FY2025 Form 990-EZ.

Programs

  1. The Lived Experience Council convened twice-monthly meetings, along with additional sessions for individuals currently experiencing homelessness, to foster community building and provide guidance to policymakers, service providers, and community partners. The program organized workshops, supported member stipends to ensure equitable participation, and created a structured environment for meaningful leadership development. More than 40 members actively participated, contributing their expertise to city and county policy discussions and advancing more effective and inclusive approaches to addressing homelessness.

  2. Shelter Now supported the Village Federation, an independent body representing residents of Portlands micro-villages. The program convened twice-monthly meetings, along with supplemental trainings and community events, to strengthen resident leadership and create opportunities for collective advocacy. Approximately 20 residents from multiple village sites participated in these activities. Shelter Now also provided stipends to two representatives from each micro-village to ensure equitable involvement and support resident-led governance.

  3. Shelter Now advanced the Micro-Village Expansion Program (MVEP) to support the development, improvement, and expansion of micro-village shelter options in Portland. The program provided technical assistance, resident feedback facilitation, and advisory support to partner organizations and local agencies working to create safe, community-oriented alternative shelter sites. MVEP also gathered lived-experience input to inform design standards and operational practices, helping ensure new and existing villages reflect resident needs and promote stability. Through this work, the program contributed to the ongoing development of multiple micro-village projects across Multnomah County.

SHELTER NOW leans on a few funders — its largest provides 71% of grant income and the top three 100%; half comes from just 1 funder.

71% of the income these shares are computed over arrives through pass-through sponsors or from payers whose filings do not say what kind of payment it is. Concentration is still measured over all of it, because the money is real; what it does not support is a claim about how many institutions have chosen to fund SHELTER NOW.
