Rock county first ran three volunteer-led workgroups. The candidates and campaign workgroup organized events that helped educate citizens about how to run for local office and to explain the requirements different local bodies have for submitting nomination papers. The watchdog workgroup organized meetings which included "watchers and "researchers" who would attend local government body meetings (I.e., school board, city council, etc.) and provide information as to what information was being discussed.
