To serve, develop and conduct activities which promote for all individuals diagnosed as being mentally retarded and/or developmentally disabled, regardless of race, sex, age, religion, national origin, sexual orientation, level of functional ability, social or economic status, or other differentiating factors, and to provide an equal opportunity to develop and function as meaningful and productive members of society. To provide for all persons in need, an appropriate learning environment which promotes maximum growth potential for the individual.
