What Preamble Initiatives does
Mission
Preamble Initiatives is organized to provide charitable, educational, and research services which advance societal wellbeing. This includes the support of projects aligned with the IRS definition of "charitable" purposes, including projects designed to: provide relief to the poor, the distressed, and the underprivileged; lessen the burdens of government; lessen neighborhood tensions; eliminate prejudice and discrimination; defend human and civil rights secured by law; and combat community deterioration.
As stated on its FY2025 Form 990-EZ.
Programs
Preamble worked on developing a pilot rental transition program in 2025 that will launch fully in 2026. Significant legal research was conducted in 2025 to support the creation of the program, including exploring how to best support clients during their rental transition period without disqualifying those clients from receiving other necessary benefits. Preamble aims to open the pilot program in 2026 and has budgeted space to serve at least 5 clients during 2026. For clients admitted to the program, Preamble will facilitate their transition into stable housing, including covering costs of relocation, furnishing, and early rental payments while the individuals become established enough to financially self-support. All research time to create this program and to create relationships with necessary partner organizations was donated by Preamble's Executive Director Becca Green and President, Isaac Green.
$530 spent13% of program spendingPreamble worked with the Chicago Department of Public Health (CDPH) in 2025 to audit CDPH emergency legal response practices. Working with the Office of the General Counsel for CDPH, Preamble authored an Emergency Law Toolkit and Medical Records Toolkit for CDPH which delineate the processes that should be followed when responding to emergencies and medical records requests in order to facilitate better service to the public by CDPH and to help ensure legal compliance by CDPH in doing so. Preamble also conducted an audit of CDPH internal policies and protocols process and provided advice to CDPH on updating the process to better align with CDPH goals. Finally, Preamble authored a new Digital Communications (TCPA) Policy for CDPH medical clinics to provide more clear guidance on TCPA compliant patient communication practices. Preamble was paid by CDPH for this work, as is reflected in the program service revenue line of this filing. Specific numbers of persons benefitted by this type of work are hard to calculate, but CDPH serves the entire Chicago area, and programs like this are designed to improve the quality of that service. All of the time required for this project was donated…
