What Community Legal Services does
Mission
Community Legal Services was established to ensure the best interests of the public are represented by participating and intervening before the California Public Utilities Commission, and all other municipal, state, or federal regulatory bodies that can directly or indirectly affect ratepayer interests.
As stated on its FY2025 Form 990.
Programs
In 2025, Community Legal Services continued our intervention at the California Public Utilities Commission on behalf of utility customers. We advocated in numerous proceedings addressing matters including utility rate increases, transportation electrification infrastructure, clean energy proposals, broadband accessibility, and utility contracting goals. Our efforts directly contributed to Commission decisions which saved customers millions of dollars in energy costs, and more effectively directed billions of dollars earmarked for deploying public utility infrastructure.

The organization over time
Each line starts at 100 in 2022, so what you read is the shape rather than the size: 150 means half as much again as 2022, 50 means half. The number beside each label in the key is where it ended. The shaded band is where the middle 50% of its peers' revenue would sit, given their growth.
Balance sheet
Total assets and total liabilities at each year end, in dollars. The largest one-year move in total assets was 2023 to 2024, from $151k to $292k (+93%).
How it's funded, over time
Each bar is one year's revenue split into where it came from, and every bar is the same height — these are shares, not amounts, so a year that raised twice as much looks the same size. Hover a bar for the split.
0% of COMMUNITY LEGAL SERVICES’s revenue is contributions — more earned-revenue than three-quarters of its peers (94% for the typical peer).
