What Bounce DC does

Mission

The corporation is organized exclusively for one or more of the purposes specified in Section 501(c)(3) of the Internal Revenue Code of 1986 (the "Code") and exclusively for the benefit of, to perform the functions of, or to carry out the purposes of Start Early, an Illinois not for profit corporation, within the meaning of Section 509(a)(3) of the Code, so long as Start Early shall qualify as an organization described in Section 501(c)(3) and Section 509(a)(1) or Section 509(a)(2) of the Code.

As stated on its FY2022 Form 990.

Program

On its FY2021 return the organization reported a significant change in how it conducts a program.

Bounce DC filed for dissolution July 7, 2022.

Its own explanation, from Schedule O of that return (Part III, line 3).

  1. In November 2009, Bounce DC, a 501(c)(3) supporting organization of Start Early, was established with the purpose of developing and building Educare DC and funding the broader birth-to-five quality improvement efforts in the District of Columbia. Bounce DC has also provided substantial financial, technical and managerial support to Educare DC. In September 2012, Bounce DC, as leverage lender, made a loan to Educare DC NMTC Investment Fund, LLC, a qualified equity investment fund involved in financing obtained through the NMTC transaction. The loan has interest-only payments for seven years at a 1% rate, payable quarterly. The initial NMTC compliance period ended on September 12, 2019. Effective September 13, 2019, the NMTC unwind began when the equity investor of Educare DC NMTC Investment Fund, LLC exercised its put option and sold its ownership interest to Bounce DC for $1,000. In conjunction with this event, Bounce DC paid legal fees of $8,900. This action, in combination with other agreements, resulted in the forgiveness of a $10,700,070 note from Educare DC. The loan forgiveness was reflected as an expense on Bounce DC's consolidated statement of activities in fiscal 2020.…
